SUMMARY Field trip and third working meeting «Daurian Steppes» (Landscapes of Dauria) as a potential transnational World Heritage Property*

Organizers:

The Mongol Daguur SPA, the Foundation of the Cultural and Natural Heritage Protection, Mongolia, and the Natural Heritage Protection Fund, Russia with support of the Mongolian Ministry of Environment and Green Development, and the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety.

16 representatives of Mongolian Ministry of Environment and Green Development, Mongol Daguur SPA, Daursky State Nature Biosphere Reserve, scientific and public organizations from Mongolia, Russia and Germany participated in this field trip andworking meeting.

The participants of the meeting made the following decisions and recommendations:

  • To confirm the “Landscapes of Dauria” nomination name.
  • To consider preparing the Russian-Mongolian transnational nomination as a serial nomination, which is eventually intended to include the principal landscapes of the Daurian Steppes Ecoregion. According to Paragraph 139 of the Operational Guidelines: “Serial nominations, whether from one State Party or multiple States, may be submitted for evaluation over several nomination cycles, provided that the first property nominated is of outstanding universal value in its own right. States Parties planning serial nominations phased over several nomination cycles are encouraged to inform the Committee of their intention in order to ensure better planning.”
  • To pass to the World Heritage Centre documentation on the first property of the serial nomination by February 1st, 2013, and to include in it the Daursky Reserve, part of its protected area, and part of the Federal Nature Preserve «The Valley of Dzeren» from the Russian side, as well as the Mongol Daguur SPA and part of its buffer zone from the Mongolian side. The Executive Summary and Section 1 of the nomination file must depict the planned serial structure of the nomination.
  • To confirm the boundaries agreed upon during the second workshop venue (May 2012) with the Ministry of Foreign Affairs and the Ministry of Natural Resources of the Russian Federation.
  • To specify the boundaries of the Mongolian nomination area, excluding practical use territories (plowing, geological exploration and non-ferrous metal excavation) marked during field research. Territories already marked for practical use by resolutions from correspondent authorities and governments are to also be excluded.
  • To confirm a refined nomination preparation schedule plan for the first property:

By the 15th of September: disperse the Russian part of the nomination in Russian and English to participants of the nomination preparation work group.

By the 20th of October: prepare the Mongolian part of the nomination in English.

By the 20th of November: prepare working version of the unified transnational nomination in English (with model presented in pdf format) in compliance with the Nomination Format confirmed by the World Heritage Committee in 2005. The nomination is then to be sent for editing to German experts.

First decade of December: final workshop venue on the editing of the unified nomination file, International Academy for Nature Conservation on Island Vilm.

10th -20th of December:  nomination file formatting and replication.

20th of December 2012 - 20th of January 2013: interstate agreement on nomination file.

By the 25th of January 2013: transfer of nomination file to the Global Heritage Center.

  • To enact future efforts on nomination extension among new areas of the Daurian Steppes Ecoregion, which characterize its principal landscapes that are not represented in the first property.
  • To clarify the possibility of support for the serial nomination preparation project from the side of the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety.
  • Consult the specialists of the World Heritage Centre and IUCN concerning the serial structure of the nomination.

The participants of the workshop venue noted success in project execution, primarily, the presented working version of the Russian part of the nomination and the prepared claim to include the Landscapes of Dauria into the Mongolian Tentative List.

Participants of the meeting thank the staff of Mongol Daguur SPA and the Foundation of the Cultural and Natural Heritage Protection, Mongolia, for excellent organization of the programme and open-armed welcome.
